I had one of those "duhr" moments about five minutes ago.

And, as a consequence of that moment, you all get to suffer.

Well, not suffer.  Benefit, I guess.  Because now, I will start posting the current Live patch notes (and addendums as necessary) in this here thread.  I'll start another thread for Test notes as well.

Issue 11: A Stitch In Time!

HEADLINES:

Ouroboros System:
Gain the ability to "Flashback" and travel through time and relive major events from the history of Paragon City and the Rogue Isles.

Dual Blades and Willpower Power Sets:
Tankers, Brutes, Stalkers and Scrappers have access to two new power sets: the offensive set Dual Blades and the defensive set Willpower.

Weapon Customization:
Players can now change their weapons in the same way that they change their costume parts!

New Inventions:
Introducing "Very Rare" Purple invention sets, as well as brand new invention sets for Taunt, Buff and Debuff powers, among others.

Respec Recipes:
There are now recipes in the game that allow you to respecify your character.

Supergroup Size Increase:
The maximum number of members in a single supergroup has been increased from 75 to 150.

New Hair Styles:
There are now a number of new hair styles available for all body types.


OUROBOROS

Mender Silos leads the mysterious Ouroboros. He and his fellow Menders have come from the future to help mend the timestream and prevent a great calamity.

Characters that have previously been exposed to Time Travel (via such things as Recluse's Victory, the Ubelmann arc, the second Arachnos Patron arcs, etc.) are granted the "Entrusted with the Secret" badge. This badge gives them access to the Ouroboros Portal power. This is a targeted, close range power that will summon forth a portal that will take anyone who clicks on it (who is over level 25) to the Ouroboros Enclave.

You can use an Ouroboros Portal cast by someone else. Completing any mission gained in the Ouroboros area will also grant you the "Entrusted with the Secret" badge and the Portal power. This includes the historical missions available there and the missions from the Pillar of Ice and Flame. Thus characters who have yet to be exposed to Time Travel normally need only use a portal cast by someone who already has it to gain access to the Enclave and earn their own portal.

Once you have arrived in the Ouroboros Enclave we encourage you to talk to The Pilgrim, as he can give you a tutorial on how time travel within the Ouroboros Enclave works.


FLASHBACK!

Characters can use the “Aspect of the Pillar” in the Ouroboros Enclave to re-visit (or visit for the first time) any Story Arc that has a Max-Level lower than their Stature level.  Stature levels are incremental ranges of 5 levels after the first Level 1-15 Stature level band (i.e. 1-15, 16-20, 21-25, etc).  You can also choose to flashback to missions where a badge is rewarded at the end.

When using the Aspect of the Pillar, the character and the rest of their group will be put into Task Force (or Strike Force) mode for the remainder of the Story Arc. Characters may log off and log back on and will still be on the team, but characters that leave the team may not re-join, and new characters may not join the team once the Story Arc has begun.

When selecting a Mission at the Aspect of the Pillar, the interface is separated into ranged level increments called Stature Levels. These are named appropriately for easy reference. The Story Arcs are all named according to the name given in the final Souvenir Clue for that Story Arc. Any Story Arcs your character has completed are marked with a star. You may select to activate several Mission Parameters when starting the Story Arc. Selecting these, and finishing the Story Arc, will award badges for that Stature Level and those Parameters at which you succeed.

After you choose the mission and select parameters you will be given a waypoint to the Aspect of the Pillar. Clicking on this will transport you to the Contact in the world that gives out the rest of the missions in the Story Arc. This Contact acts as a Task/Strike Force contact, and is not permanently added to your Contact List.


NEW POWER SETS!


Dual Blades

Scrappers/Tankers/Brutes/Stalkers now have access to the new Dual Blades offensive powerset. This is a Primary powerset for Scrappers, Brutes, and Stalkers, and a Secondary set for Tankers.

Dual Blades powers have a special Combo system inherent to them. These are executions of three different powers in a row that will give your character an advantage (either a self buff or a debuff on your enemies). Read the power descriptions to see if a power starts, continues, or ends a combo.

The interface will put an orange circle around the next power in the combo that needs to be executed within a short amount of time. If you fail to execute the power, then the combo is lost and you must start over. If any of your attacks miss, the combo will fail and you must start over.

Willpower

Scrappers/Tankers/Brutes/Stalkers now have access to the new Willpower defensive powerset. This is a Secondary powerset for Scrappers, Brutes, and Stalkers, and a Primary set for Tankers.

These powers bring with them a combination of Resistance, Defense and Regeneration effects.


WEAPON CUSTOMIZATION

All "Weapon" based Primary and Secondary powersets, as well as the powersets for Masterminds that include drawn weapons, can now take advantage of Weapon Customization.

Simply visit any tailor (Hero side) or facemaker (Villain side) and you will notice that there is now a "Weapon" category in the costume creator. Here you can select from a variety of different looks for your weapon(s).

These changes are purely cosmetic. They do not alter the actual powers in any way. They all use the same animations, sounds, and have the same power effects. There is no change to the type of damage that a power does, no matter what the weapon looks like.

Weapon models are restricted to those that look good with the animations of that powerset. If a set's animations are stabby, then the weapons will be stabby-types. If a set's animations are slicey, then the weapons will be slicey-types.

Certain weapons can be unlocked via earning a badge. These are weapons that are signature to certain enemy groups like Rikti swords or Family tommy-guns. Earning badges appropriate to those groups will unlock those weapons, provided you are of the appropriate Powerset to use the rewarded weapon.

Vanguard has made some of their signature weapons available to their members. Be sure to visit the Vanguard Merit redemption machine to see what is available.

INVENTIONS

Several of the power effects left out of the initial round of Inventions have been given Invention Origin Sets, including one Rare set. These recipes have been added to the drop tables where appropriate.

    * Taunt
    * Knockback
    * Endurance Modification
    * To Hit Buff
    * To Hit Debuff
    * Defense Debuff

We have now included Very Rare recipes to the rewards given by defeating foes. These are hard to come by (only dropping from level 50 foes), but carry with them exceptional rewards. The bonuses they give are higher than the normal Invention bonus for a level 50 IO. 

Each one of these Very Rare Inventions is unique. You can only slot 1 of each Very Rare per character.

    * Melee Damage
    * PBAoE Damage
    * Ranged Damage
    * Targeted AoE Damage
    * Pet Damage
    * Confuse
    * Sleep
    * Immobilize
    * Hold
    * Stun

Other Invention Changes:

    * You can no longer build a costume piece recipe if you already have that costume piece on that character.
    * Added rare Respec Recipes that grant characters the ability to respecialize (respec) their characters at any time. When this recipe is crafted the character gains an additional respec token. If a character already has a free respec waiting to be used, they cannot gain another one via a Respec Recipe.

Powers

    * Added “Assemble the Team”, the 42 month veteran reward power.  This power works like Recall Friend, but affects the entire group at once and has a 30 minute cooldown.
    * Adjusted Cast Times on Assault Rifle Burst/Slug for Blasters and for Corruptors.
    * Reduced the cast time on Phase Shift
    * Changes to some Archery/Trick Arrow animation lengths and attack times (Most of the powers are now slightly quicker)
    * Fixed many issues related to reduced archery animation times while flying.
    * Adjusted Cast Times on Archery Snap Shot. It’s about 2/3rds of its previous value.
    * Standardized cast time for powers using the Greater ____ Sword animation, including War Mace Shatter. Note that several critters will be attacking slightly faster with this power now.
    * Corrected the combat message for Trick Arrow Disruption Arrow. It no longer incorrectly refers to the caster as being debuffed.
    * Corrected Long Help Text on Blinding Flash. It no longer refers to itself as doing Moderate Damage in one place, and Light damage in another.
    * Corrected short help text for the pool power Jump Kick.
    * Telekinetic blast is now known as Telekinetic Blast.
    * Fixed a typo in the text of the Galvanized effect.
    * Build Up procs stack with the Build Up power
    * IO’s which grant Knockback Protection stack with one another
    * Signature Level ‘pets’ (friendly NPCs in missions) health and damage increased, and should all correctly display their Class now.

Supergroups:

    * The Maximum membership of a supergroup has been increased from 75 to 150.
    * It is once again possible to create a supergroup starting with “The”.

Graphic Effects:

    * Wings, Weapons, and Costume Auras will now always show up with the option to suppress FX when close to the camera turned on.
    * Energy Blast - Explosive Blast changed to better sync hit effects with projectile speed and impact time
    * Burned and Fairy wing costume pieces are now available with and without additional effects.
    * Effects changes to the following powers to address performance concerns: Earth Control/Earthquake, Ice Control/ Chillblain, Ice Control Glacier
    * Graphical Effects used by many Temporary powers (mainly weapons) should never be suppressed by being close to the camera.
    * Jump Jet Pack (From GvE Edition) will now inherit the alpha value from the player’s character model.
    * Graphical Effects for Dark Blast/Blackstar should play properly now.

Game:

    * Re-enabled renderthread by default on multi-cpu systems
    * Modified size for trade window to allow 999,999,999 influence/infamy to be traded.
    * Changed tray power highlighting to show the highlight under other rings (e.g. the queued power dashed, red ring).
    * For Windows Vista users:  Compatible cursors has been enabled by default
    * Corrected an issue that could cause the mouse-over information to flicker when mousing over Enhancements
    * Corrected a client crash for a situation that could arise when using the Consignment Market interface.
    * Check Name function on the Character Selection Screen: Corrected an issue where the Check Name feature would not find names that contain an apostrophe

Zones:

    * Isaac the Bartender in Pocket D now correctly introduces himself as "Isaac"
    * Fixed a hole in Bloody Bay geometry
    * Arena Map: Corrected a graphical issue with an Arena map where a floor type texture was sticking up into the sky.

Flashback Tasks
Certain powerful temp powers granted by missions are replaced by weakened versions called “Echoes” in Flashback missions if a player has already received the full strength version once before.

    * Affected Powers:
    * Nullifier Gun
    * War Wolf Whistle
    * Infected Anti-Serum
    * Creeper Seed
    * Vial of Bees

Badges

    * When starting a Flashback Story Arc, the player (or team leader) may set Mission Parameters. Selecting these, and finishing the Story Arc successfully, will award badges for that Stature Level and those Parameters at which you succeed.
    * Added icon for Entrusted With the Secret badge
    * Added Master of Recluse’s Strike Force (Flashback with 0 deaths and no temp powers)
    * Added Master of Statesman’s Task Force (Flashback with 0 deaths and no temp power).
    * The above strike and task force badges are just for bragging rights and not tied into any temp power access or accolades.

Bases:

    * Added a Pillar of Ice and Flame for bases.  This can be used by teammates who are not supergroup members.

Reward:

    * Bumped up maximum number of souvenirs a character can possess to 250 from 100. Flashback was allowing players to hit the max and stop gaining souvenirs.

Inventions:

    * IO Recipe names should all match the Enhancement they create correctly now.
    * Corrected Long Help text typo. Eliminated an extra “ from the text on numerous Invention Enhancements.
    * Fixed a stacking issue with the Rectified Reticle Increased Perception IO. It now functions as a ‘Set Bonus’ rather than a ‘proc’
    * Fixed some recipe name errors, added art to some Set IO recipes.

CITY OF HEROES

Powers:

Blasters:

    * Blaster Standardization
          o We standardized the activation times for all of the first and second tier powers in each Blaster Primary set. For example, in Energy Blast, this would be Power Bolt and Power Blast. All first tier powers now have a 1-second activation time and all second tier powers now have a 1.67-second activation time.
          o Powers shared by Blasters (Defenders, Dominators, Corruptors) were similarly improved. In any case where the change would not be an improvement for those other Archetypes, the change was not made.
    * Increased damage on Blaster Snap Shot and Aimed Shot. Increased recharge time on these powers to 3 seconds and 6 seconds respectively.

Controllers:

    * Mind Control Mesmerize now accepts Recharge Enhancements
    * Controller Radiant Aura power no longer states it accepts Defense Debuff IO sets (you couldn't slot them; it just *said* you could)
    * Controller Radiation Infection will now accept Defense Debuff IO sets.

Defenders:

    * Corrected a sound issue with the power Sonic Resonance – Sonic Barrier
    * Reduced Cast Time on Charged Bolts, Lightning Bolt and Power Bolt for Defenders

Tankers:

    * Modified Attack times and minor changes to duration of rooted portion of attack animations for War Mace

Zones:

    * Hellions in Atlas Park using the walllean emote should now properly aggro and fight back if attacked.

    * Corrected holes in the ground that could allow players outside the zone geometry in Faultline and Boomtown.

Tasks:

    * Fixed Display name on Tyrant

CITY OF VILLAINS

Powers:

Masterminds:

    * Removed Taunt effect from Masterminds Mace Mastery Web Envelope
    * Fixed a typo in the long help description of Mastermind Thugs Summon Enforcers power.
    * Mastermind Jounins Blinding Powder is no longer irresistible.
    * Masterminds Jounin Blinding Powder ToHit buff value was set too low. It is now considerably more effective.

Stalkers:

    * All versions of Hide no longer cost endurance to use.
    * Ninjitsu: Smoke Flash To Hit debuff was set too low, due to a decimal shift. Instead of a base -0.75% To Hit reduction, it should now be a base -7.5%.
    * Ninjutsu Blinding Power is no longer irresistible.

Dominators:

    * Dominator Mind Control Mesmerize now accepts Recharge Enhancements.
    * Corrected combat spam for both Pulse Rifle Blast and Pulse Rifle Burst.
    * Reduced Cast Time on Ice Bolt, Flare and Power Bolt for Dominators.

Corruptors:

    * Reduced Cast Time on Ice Bolt, Flare and Power Bolt for Corruptors.

Brutes:

    * Mind Over Body for Brutes had no endurance cost. This has been corrected

Zones:

    * Rooted a floating tree in Cap au Diable
    * Fixed a hole in Bloody Bay geometry

Game:

    * Pocket D will now show up on Villain Search filter list.

Tasks:

    * Stheno Eggs no longer give XP.

Powers

Accolades should now be available even when exemplared to lower levels.
Fixed an issue with the “Rectified Reticle – Increased Perception” Invention Origin Enhancement that prevents characters from leveling up if the enhancement is slotted.

Graphical / Sound Effects

Fire Melee Incinerate Graphical Effects will now hit the target after the appropriate delay.
Graphical Effects performance optimizations made for Fulcrum Shift and Heat Loss
Fixed overly bright texture for Ouroboros Crystals when shader and water quality settings are not set to ‘high’
Damage numbers and hit Graphical Effects for Archery and Trick Arrow powers should sync up better with the Graphical Effects for the arrow projectiles.
Dominator Energy Assault - Power Bolt and Power Blast should be using their correct red tinted Graphical Effects again.
Graphical Effects for many critters using a copy of the “Burst” power should now visually line up with the animation.
Graphical Effects for Ice Bolt and Ice Blast have been reverted to their previous versions.

Global Chat

Any channel commands used by a Global Chat Operator will now be displayed in the channel, along with the name of the Operator using the command.  This message will appear regardless of whether the Operator is hidden (i.e. if they are using /ghide).

Contact Stores now work in Task Force / Strike Force mode for contacts the player hasn't been introduced to in their 'real' lives.
Players who are already dead at the start of a Task Force/Flashback count towards the “deaths” total for that Task Force including for the purposes of the limited lives challenge.
Progress for ‘X Flashback missions completed’ badges will be awarded to all members of a group upon mission completion, not just the mission owner.

CITY OF HEROES

Scrapper
Scrapper version of Heightened Senses’ Help text now matches the Help text of the other versions of the power.

Blasters
Defiance Improved:
Blasters’ earliest abilities come so naturally to them, that they are accessible even in states that normally prevent them from using powers, such as being Held, Slept or Stunned.
Additionally, each time the Blaster attacks with a primary or secondary power, they gain a stacking damage bonus for the next several seconds. The amount of the damage bonus and its duration is dependent on the exact power used, with single target abilities generally giving the largest bonus.
Voltaic Sentinel now has a duration of 60 seconds for Blasters, and it should fly considerably faster.
12.5 percent increase to Base Ranged Damage.

Defenders
Voltaic Sentinel should fly considerably faster for Defenders with Electric Blast.

Badges

Hero Flashback missions should give proper level badges
User Interface

Removed old Defiance bar from UI for Blasters.


CITY OF VILLAINS


Powers

Improved activation time for Mastermind Mercenaries Burst power.

COMBINED NOTES

Feature - Combat Attribute Window

    * This window displays all the character’s current attributes.
    * It can be accessed by clicking on the “Powers” text on the Powers Icon Tray.
    * Players may also access the Combat Attribute window with the following command :  “/toggle combatnumbers”
    * Below each attribute is a list of all powers affecting the attribute and the power's contribution.
    * There should be tooltips for every attribute thoroughly explaining them.
    * Each attribute can be sent to the Attribute Monitor window (via right-click context menu)
    * Masterminds can right-click their pet and view their pet’sattributes.

The Attribute Monitor window is a minimalist window designed to be unobtrusively left up at all times.

    * Up to 10 attributes can be monitored.
    * You can drag the window to any part of the user interface.
    * You can right-click on elements to re-order or remove them.
    * If there is a monitored attribute, the window will stay open. If all attributes are removed, it will close
    * If you right-click the buff icons by the health bar the context menu should list everything it’s actually doing.

Game

    * XP Curve Adjustment:
      Enemy XP values (and Influence/Infamy dropped) have been increased across nearly all levels. The size of the increase directly relates to datamined leveling speeds for characters, so levels where characters have found themselves ‘stuck’ or ‘slowed’ will have enemies of that level’s XP increased more than other levels. Enemy Levels with the greatest increase in XP rates are: 13 to 20, and 36 to 50. Other levels have had smaller, but still significant, XP and Influence adjustments. This may mean that characters will find it impossible to do ‘all’ the content of a given level range before outleveling it.
    * Debt incurred for being defeated has been lowered by 20% across all levels.

Tasks

    * Players can now drop missions as often as once every 3 days.
    * Fixed a bug where players that weren’t level 35 or higher could get missions in the Rikti War Zone through the Ouroboros device.
    * Fixed an issue where Task Force/Strike Force members could buy from contacts using cell phones.

    * Fixed bug that caused some flashback missions to spawn enemies for a group size of 8, regardless of the size of the group.
    * Fixed Flashback story arc "Alone In The Darque" – it was not awarding a gold star on completion, or counting for any Challenge badges

Bases

    * Keeping track of what goes in and out of base storage bins has been improved. When you query any of the storage bins in your base (invention, inspiration, enhancement, etc.) they will now show a unified log for anything stored in all shared bins within the base. This change addresses a stability issue with the previous log file system that only impacted extremely large bases.

Powers

    * Ouroboros Portals can no longer be opened in the Ouroboros zone.

    * Ouroboros Portals may no longer be summoned in PvP Zones.
    * Ouroboros Portals will no longer aggro critters.
    * Using your Summon Ouroboros Portal power while your portal still exists should no longer cause the power to fail.
    * Tweaked Group Flight to help alleviate latency issues with the power.
    * Moment of Glory: Removed Health crash and Heal resistance. Reduced Recharge time to 240 seconds (four minutes). Decreased Protection, Resistance and Defense durations to 15 seconds.
    * Flares for Blasters and Dominators range increased from 60’ to 80’
    * The Recharge time for Choking Cloud has been reduced from 90 seconds to 20 seconds.
    * Taunt Aura powers, such as Invincibility, no longer accept Taunt IO Set Enhancements.
    * Increased damage on Force Field Repulsion Bomb. Previously, it was Minor damage (scale 0.1) and it is now Moderate damage (scale 1.0) The Endurance cost of this power increased slightly, as a result of this change.
    * Super Strength Rage no longer has an Only Affect Self period. Instead, it is given a huge damage reduction coupled with the inability to use Temporary Powers for 10 seconds as its ‘crash’ effect. Be careful if using Rage while wearing a disguise, such as a Freakshow Disguise or the Holographic Projector, as this crash will disable those effects!

    * Super Reflexes powers which granted Defense Debuff Resistance were, in most cases, not increasing that resistance when enhanced. This has been corrected. In other words, your Defense slotting will now also increase your resistance to Defense Debuffs
    * Force Field Repulsion Bomb Knockback changed to Knockdown.
    * Force Field Repulsion Bomb now accepts Damage Enhancements

    * Vahzilok Disease should fade after 3 hours now.

    * Nictus Hunter Quantum Array Guns bonus damage against Kheldians is no longer irresistible.

User Interface

    * For Windows Vista Users: Added Vista compatible cursors for when the game is run in Full Screen mode. Vista users will no longer need to use the “-compatiblecursors 1” line in their CoHUpdater.exe shortcut to make their cursor appear.
    * Characters below 10th level cannot send emails.
          o Characters that are not high enough level to send emails can now delete emails they receive.
    * Added two buttons to the Log In screen.
          o Manage PlayNC Account – Clicking this button will launch the default web browser and take players to the PlayNC.com website to add more time or upgrade their City of Heroes account.
          o View Community Website – Clicking this button will launch the default web browser and take players to the City of Heroes website.

    * Auction House

          o Sort by Rarity filter added.
          o Get all Influence / Infamy button added.

    * Absolute Amazement: Chance for To Hit Debuff was buffing enemies To Hit Value. This has been corrected and it will now properly reduce an enemy’s chances to hit.
    * Absolute Amazement: Chance for To Hit Debuff when slotted into a pet summoning power would sometimes proc on the caster. This has been corrected.
    * Karma: Defense/Recharge was inadvertently giving global recharge bonuses, rather than adding recharge only to the power in which it was slotted. It behaves correctly now.
    * Dampened Spirits: To Hit Debuff/Endurance Reduction was using an incorrect table lookup to determine its To Hit Debuff value. This has been corrected.
    * Corrected an issue which would prevent you from slotting Dark Watcher’s Despair: Chance for Recharge Slow or Touch of Lady Grey: Chance for Negative Energy Damage if you had Gaussian’s Synchronized Fire-Control: Chance for Build Up already slotted in any power.
    * Endurance Modification IOs were always applying the End Mod value on a single attribute IO. For Multiple attribute IO’s this was not correct! The buff amount from multiple attribute IOs has been corrected they follow the established rules.
    * Fixed an issue which could cause Confusion powers to cause aggro if they were slotted with the Contagious Confusion enhancement.
    * Changed display name of ‘Debilitative Action: Recharge/Immobilize’ to match what it actually does. It is now ‘Debilitative Action: Immobilize/Endurance Reduction’
    * Fixed bad descriptions in Recipes
    * Many cases where the Recipe name did not match the resulting Enhancement have been fixed.
    * Updated display names of all IO Set Bonus powers to be more user friendly.

Server Transfer

    * Clarified Character Transfer warning to indicate that Arena kiosk ratings do not transfer with a Server Transfer.

Graphical Effects

    * Full animation for Whirling Hands (as well as all other powers that share this animation) has been restored.
    * Summoned Snow Beast will no longer play their spawn animation twice when summoned.
    * Oil Slick will now display a ‘Defense Debuff’ graphic effect on targets.

CITY OF HEROES

Powers

    * Scrappers
          o Scrapper Martial Arts Crippling Axe Kick had its recharge time listed as ‘Fast’ when it should be referred to as ‘Moderate’. The help text has been corrected.
          o Scrapper Invincibility was set to use the wrong operator for its Taunt Aura. This has been corrected and should be back to its I10 effectiveness.
    * Blasters
          o Energy Blast Power Bolt for Blasters had a 5% chance to not deal the smashing portion of its damage. This has been corrected -- it should now always do the smashing damage, assuming the power hits a target.
          o Devices Auto Turret did not have a Defiance modifier active. This has been corrected. It now adds ~39% damage buff when successfully cast.
          o Devices Web Grenade now properly stacks its Defiance modifiers.
          o Repaired Ice Blast Blizzard for Blasters. Its Endurance Crash was inadvertently removed.
          o Blasters irresistible damage in PVP reduced from 33% to 10%
          o Blaster Fire Sword Circle was inadvertently doing considerably too much damage in PVP after the unresistible damage change. This has been corrected.

    * Defenders
          o Defenders version of Voltaic Sentinel duration set to 60 seconds.
    * Tankers
          o Frozen Aura for Tankers now has a damaging component.
          o Tanker Dual Blade Taunt recharge rate was set to 3 seconds, instead of the 10 seconds all other Tanker Taunt powers are set to. This has been corrected.
          o Increased radius of Ice Melee Frost from 7’ to 10’.
          o Increased radius of War Mace Crowd Control from 5’ to 8’.
          o Decreased radius of War Mace Shatter from 10’ to 8’, but increased its arc of attack from 20 degrees to 45 degrees.
    * Controllers

          o Force Field Repulsion Bomb for Controllers no longer benefits from Containment.

Animations

    * Fixed issue with some Archery and Trick Arrow animations not playing correctly at all times. Specifically if the power required the weapon to be drawn before activating.

CITY OF VILLAINS

          o Mastermind Robotics Pulse Rifle Burse was doing Negative Energy Damage instead of Energy Damage.  The damage type is now correctly set to the Energy type.

The Midnight Squad story arcs (Hero and Villain)
For generations, the Midnight Squad has dedicated their lives to protect the world from worldly and dimensional threats.  Now, they need the help of the Heroes of Paragon City and the Villains of the Rogue Isles to finally rid the world of Rikti.  Heroes and Villains must cross through time and journey to an ancient land to find knowledge long forgotten and battle ancient foes.

New Zone : Cimerora
Cimerora is a hub zone (like Ouroboros) with features such as:

    * Task ForceContact : Imperious - who gives out the “Time’s Arrow” Task Force
    * Atmosphere spawns around the perimeter and out-of-the-way areas so that players are not attacked while interacting with contacts

    * Purchases of multiple slots may be allocated to any single server or split between multiple servers of your choice, subject to the maximum server limit.
    * For a limited time, all accounts that log into the Live Servers will receive 2 free Character Slots.  This is for a *Limited* time only.
    * For every 12 month cumulative period that an account has been subscribed, players will receive1 free slot.

User Interface:

    * Character slots in the character selection screen can now be reorganized by dragging and dropping. The sort order is stored in a file on the client, but only if "Remember Account Name” is checked on the Log-in Screen.
    * Added Hide Delete Recipe prompt option to Options window.
    * Added option to display a rating from a Player Note above the players head in the options window. (Note: All ratings or notes you create about other players are only viewable by the writer. Others do not see them.)
    * Added option to disable loading tips in the options window.
    * The mouse scroll wheel will now affect scrollbars when the mouse is over a scrollable area. This can be disabled in the options window.
    * Missions’ headers now show the level of the mission.
    * Auction house inventory now shows count of slots used / slots total.
    * Kicking a member from supergroup or removing a global friend via button-click will present a confirmation dialog.
    * Disable Camera Shake Option Added (found in options window)
    * Contact List Improvements
          o Contacts can now be sorted by the contact’s name, name of the zone, and contact relationship.  All contacts that are active will appear in the “active” tab.
          o Added Broker Tab for Villains and a Detective Tab for Heroes to Contact User Interface.
          o When sorting Contacts by Zone, contacts in the current zone will always appear at the top.
          o In all sorts, Contacts with missions you are currently on will always appear at the top.
    * Fixed a rare bug that could cause the main "health bar" window to vanish.
    * A couple small additions to help improve performance for dial-up users:
          o Added Option to disable combat numbers on power buff icons
          o Added Option to disable sending buff information altogether

Email

    * Added "Spam" Button to email window. It will ignore the sender as a spammer and delete the email.

Power Trays

    * Eight additional power trays added which can be accessed by clicking the “+” sign on the upper-right of the Power Tray Interface or via commands (/show tray1, /show tray2, show tray3, etc).
    * These trays have no jelly to click on, but can be dragged about by clicking on non-occupied slots or dead space.
    * These trays are deformable.
    * Added command /clear_tray which will remove all non-macros from all power trays.

Player Notes:

    * You may now rate players and write notes about them.
          o The notes are stored by global name.
          o The note list is stored locally on your computer and will bring up the same notes for any character you play with.
          o Only you will see the Player Notes that you write and ratings you give.  Since these notes are stored locally on your computer, other players cannot see your notes and ratings.

            Conversely, you will not be able to see any Player Notes or ratings that other players may have written about you.
          o It can be invoked by typing /playernote <name> or by clicking "Add Note" on context menus.
          o There is a new option to display the rating you've given a player above their name.
          o Additionally, you can enable private message logging to store private message logs on a per global name basis.

In-Depth Power Information

Detailed Power Information is now available at Power Selection, Level up, Respec, and Enhancement placing screen as well as a new tab in the info window. This information shows the powers basic data along with every effect the power has.

    * There is a slider to see the effect of the power across all levels.
    * There is a class selector to see how the power would perform for each class.
    * There is a PvP toggle to see how powers will change in PvP.
    * Powers that spawn pets will show all powers the pets use and their effects.

Improved Character Creator

Players may now select a costume set theme from the new “Costume Sets” drop down menu in the Character creation process and the Tailor (for Heroes) or Facemaker (for Villains).
The Costume Sets revolve around existing and new Costume sets.  Some Costume Sets are unlocked through gameplay achievements, Veteran Rewards (i.e. the Boxer set) or by Costume Pack purchase (i.e. the “Good Versus Evil” Justice and Sinister costumes or the Wedding Pack).

Local Settings

Most user options can now be saved to file and loaded from file. If a default setting file is saved, all newly created characters will use the default file to set initial options. The options window has buttons added to save and load default files. Non-default files can be saved and loaded via slash commands.

General Options

    * /option_save, /options_save_file<filename>
    * /option_load, /option_load_file<filename>
    * /option_set <optionname><value>
    * /option_toggle <optionname>
    * /option_list - Lists names allowed for /option_set and /option_toggle

Chat System Revamp

Player Names are now clickable in the chat window, brings up a menu you can use to:

    * Chat
    * Invite to Team
    * Add Friend
    * Get Global or Local name
    * Ignore
    * Ignore Spammer

Clicking the channel name of a global chat channel will give these options:

    * Send Message
    * List Members
    * Set MotD (Message of the Day)
    * Set Description
    * Leave Channel
    * Set Color - allows you to set yourglobal channel display colors.

Right-Clicking a players name in a global chat channel that you are a moderator of will give additional options:

    * Silence/Unsilence
    * Kick

Powers, Enhancements, Recipes, Inspirations, and Salvage are now linkable in chat

    * You can drag/drop those items on to the chat window to create link
    * You can type the name (if you know it)of an item inside a pair of square brackets, for example: [Luck]
    * Clicking the link will bring up the info window for that item
    * Many powers/items in the game have the same name, in those cases additional information is added to the link

Under the chat options section, there is new item "Individual Name Colors" which will display each name in the chat window its own color.

Pet combat messages are now sent to the pet owner. Added channels Pet Damage Inflicted, Pet Combat, Pet Damage Received, Pet Healing Received, Pet Healing Delivered, and Pet Hit Rolls. Newly created Masterminds will have a "Pet Combat" tab added.

 

Global Chat Changes

Global Names and Local Server names are now transparent.  The invisible wall between global and local identities has been removed, so that if you know another player’s Local Server Name, then you will be able to find out their Global name by using the following commands :

    * /get_local_name <global name>
    * /get_global_name <local name>

/hide and /ghide will now bring up an option dialog where you can separately choose to hide from Global Chat Channels, Global Friends, Server Friends, Supergroup, and Searches.
In addition there are commands to individually set each of these options:

    * /hide_sg, /unhide_sg - Makes you appear offline in supergroup window
    * /hide_search, /unhide_search - Prevents you from appearing in the looking for group window
    * /hide_friends, /unhide_friends - Makes you appear offline to server friends
    * /hide_gfriends, /unhide_gfriends -Makes you appear offline to global friends
    * /hide_gchannels, /unhide_gchannels -Prevents you from appearing in global channel lists
    * /hide_tell, /unhide_tell - You will still receive tells, but the sender will get error message as if you were offline
    * /hide_invite, /unhide_invite - All invites will be blocked as if you were offline
    * /hide_all, /unhide_all - Sets all hide options on or off

Changed /ignore and /gignore functionality. Using either command will ignore that user on all global channels as well as all local characters and any new characters they create.


Increased Max Friends to 200


Ignore list size had been increased to 200.


Players are now allowed to have 10 Global channels.

 

Zone Event System Message Channels

    * There are two separate Zone Event System channels, the Hero Zone Event Message and Villain Zone Event Message channel.
          o Warnings will appear in the appropriate event channels for the Clockwork Paladin, Giant Octopus, Ghost Ship, Croatoa Battle, Troll Rave, Hellion Fire, Miner’s Strike, Arachnos Flier, Caleb and Deathsurge zone events.

Inspiration Improvements

You can now combine 3 inspirations of the same type and strength into a different inspiration of the same strength, this is accessible via the context menu for qualified inspirations.
Also added slash commands for inspirations:

    * /insp_delete <name>
    * /insp_combine <sourceName><targetName>

Leveling Up Bonus

Leveling up will refill health and endurance!

In addition to restoring the player to full health and endurance, leveling up will now greatly inspire the player.

 

Combat Attribute Window Improvements

Added commands to add or remove attributes form the Attribute Monitor:

    * /monitor_attribute <name>
    * /stop_monitor_attribute <name>

Per player request, added new fields to the Combat Attribute Window.

    * Experience to Next Level

Trial Account Limitations


Trial Accounts now have the following restrictions.  Characters on Trial Accounts may not:

    * Hold more than 50,000 Influence/Infamy
    * Join a Supergroup
    * Use any chat other than /local, /team,or /friend.
    * Invite characters into a Team (although Trial Account characters can join a team)
    * Use In-Game Mail
    * Level up past level 14
    * Enter any PVP Zone

Combined Notes


User Interface

    * Fixed a bug that sometimes prevented selecting a shared mission
    * Fixed a rare bug where the camera would always switch to first person mode when the player’s character entered a zone.

Powers
Accolades

    * Accolades - Reduced the To Hit bonus provided by the “Geas of the Kind Ones” and “Force of Nature” accolades from +200 to +25.
    * Accolades \ Force of Nature – should now work when exemplared, like other accolade powers.

Attack Powers

    * Corrected Activation time for Whirling Hands and Spin. These times did not accurately reflect the duration of the rooted portion of the animation.
    * Normalized attack times for PBAOE powers that share the twirl animation, such as Fire Sword Circle, Whirling Sword, and Whirling Axe.
    * Fiery Melee / Scorch: This power now uses a shorter casting time to go along with its new shorter animation.
    * Near ground attacks (like fossilize) will no longer be foiled by continuous jumping
    * All versions of Lift, Propel, Levitate, Repulsion Bomb and Force Bolt now suppress properly versus players.

Defense Powers

    * Dark Armor/Death Shroud: Increased this power’s activation time from 1.17 seconds to 3.47 seconds. This was changed so that the power’s activation time matched its rooted time.

Buff / Debuff / Status Effect Powers

    * Boost Range - Removed stacking from all versions of Boost Range.
    * Dark Armor / Soul Transfer, Set untouchable timer to 15 seconds. Removed a small delay before the untouchable portion of power activates, and added an “Untouchable” float text.
    * Dark Melee / Soul Drain: The Tanker and Brute version of this power stated that it could be slotted with to-hit debuff enhancements. It has no to-hit debuff component. This has been corrected.
    * Dark Miasma / Black Hole - should now see “Black Hole” Float text when target is made intangible.
    * Fiery Aura / Rise of the Phoenix - Removed a small delay before the untouchable portion of power activates, and added an “Untouchable” float text.
    * Force Field / Detention Field - Should now see “Detention Field” Float text when target is made untouchable.
    * Gravity Control / Dimension Shift - should now see “Dimension Shift” Float text when a target is made intangible.
    * Power Boost - Reduced strength of all versions of Power Boost by 33%, removed Knockback boost and removed stacking from the power.
    * Radiation Emission / Choking Cloud: Increased this power’s activation time from 2.03 seconds to 3.47 seconds. This was changed so that the power’s activation time match its rooted time
    * Radiation Emission / Fallout now targets only dead Teammates.
    * Sonic Buff / Sonic Cage - Should now see “Sonic Cage” Float text when a target is made untouchable.
    * Storm Summoning / O2 Boost - All versions of O2 Boost now grant a Perception bonus to the target.
    * Thermal Radiation / Power of the Phoenix - Should now see an “Untouchable” float text when target is made untouchable.
    * Normalized Debt protection in all rezzing powers in powersets to 90 seconds. Sets affected: Tanker and Scrapper Fire Aura, Willpower, Dark Armor, and Regen. Controller and Defender buff sets Empathy, Radiation, Dark and Thermal.
    * Powers that do not cause aggro will no longer suppress stealth.
    * Powers that could only affect players on the ground will now affect all players above them as well as standing on them. This is to fix a PVP exploit making ground based powers ineffective. Powers fixed: Tar Patch, Bonfire, Ice Patch, Ice slick, Quicksand, Caltrops, and Volcanic Gasses.
    * Added an enforced 60 second period in which Phase Shift powers cannot be reactivated after a previous activation of the power.
    * “Caging” powers (Sonic Cage, Black Hole, etc) now follow standard suppression rules in PVP.
    * Added Phase suppression to the Phase Flight temporary power
    * Knockback is now affected by suppression in PvP, in the same way as Hold, Sleep and Disorient.  This change has been applied to many powers that can cause knockback.  Any player affected by a knockback will become immune to further knockback attempts for 10 seconds.  The affected powers have been noted in the appropriate detailed Archetype powers sections below.

Travel Powers

    * Leaping / Acrobatics - Reduced Knockback Protection of Acrobatics from 100 points to 9 points. Note that this means there are certain critters who will occasionally overcome the protection provided.
    * Leaping / Acrobatics - Now accepts Knockback enhancements. These will increase the protection to knockback attacks, however only 2/9ths of the protection is enhanceable.
    * Teleport / Teleport Self - Adjusted the target location code for Teleport Self to reduce the likelihood of getting a red failure reticle

Veteran Reward Powers

    * Decreased knockback on Prestige Nemesis Staff (from 9 to 4)

Values Changes

    * ToHit was not actually being clamped to max class value and now is.

Status Effect Changes

    * Confused players will only be able to harm teammates.
    * Repel resist in Break Free and Emerge inspirations improved

    * Fiery Melee / Scorch now has a different, slightly faster animation than Incinerate.
    * Fiery Melee / Scorch: This power now uses a shorter casting time to go along with its new shorter animation.
    * Fixed the rooting problem where certain buff toggles were activated before they were ready.
    * Knockback animation should now play correctly on non-flying targets that use the male, female, or huge models.
    * All of the projectiles in the Flares power Graphical Effects should be killed off at the proper time now.
    * Knockback / Knockup animations will no longer play faster or slower based on the scale of the character.

Inventions

    * Added suppression to Invention temppower Ethereal Shift.
    * The debuff from Achilles Heel: Chance for Resistance Debuff will now properly fade after 10 seconds, rather than lingering until a player was defeated or zoned.
    * Kismet: Increased Accuracy Invention Enhancement was giving a scaling bonus based on the level of your target. This has been corrected -- it now gives a flat bonus.

Rewards

    * Characters will no longer stop earning Influence when playing in Supergroup mode after level 34.  Players level 29 and up will now earn 50% of the influence they would have received when in Supergroup mode.
    * Fixed a long-standing bug with Experience Point and Influence distribution in teams with a large range of levels.
    * High Level Family entities have had their reward scale lowered to be commensurate with the risk involved in the encounter.

    * Customized Arachnos Assault Rifles should no longer load the default texture, then change to the color-tintable version every time they’re drawn. Also note that the 1 and 2 have been swapped.

    * Masterminds / Thugs / Call Thugs: Corrected typo in the summoned entity’s description.


Stalker


    * Dark Melee powers, Shadow Punch, Shadow Maul, and Smite have had power icons corrected for Brutes and Stalkers.
    * Stalker / Dual Blades / Ablating Strike: Corrected an issue with Stalker Dual Blades Ablating Strike which was causing it to have critical effects against entities not targeted by the power.
    * Stalker / Electric Armor / Static Shield: This power’s icon should no longer disappear after a minute of activity.
    * Stalker Electrical Melee attacks no longer accept Taunt Enhancements or IO Sets.
    * Electrical Melee / Chain Induction: Chain Induction jumping effect is now increased by enhancements and fury, and no longer jumps from confused NPCs to players. It also only strikes NPCs it has not previously jumped from. This affects Brute and Stalker versions of the power.
    * Updated the Stalker’s long help text on their Assassination inherent ability to reflect the recent changes to the Stalker archetype.
    * Stalker Demoralize Effect no longer scales by level effects. The debuff and duration is fixed, regardless of the level of the target.
    * Further tweaks to the class based on data mining and player feedback (and some bug fixes):
    * Stalker Demoralize Effect duration reduced from 12 seconds to 8 seconds.
    * Stalker Demoralize Effect To Hit debuff reduced from 22.5% to 7.5%, but is no longer resistible.
    * Stalker Demoralize Effect Terrorize chance reduced from 30% to 25% per target.
    * Stalker Energy Melee Energy Transfer Self Damage increased from scale 2.5 to scale 3.00. This is due to Stalkers improved Hit Points and damage capability.
    * Sting of the Wasp and Crippling Axe Kick for stalkers will now properly have a chance to crit while not in a Hide state, instead of having a chance to double crit from a Hide state.
    * Vengeful Slice for Stalkers now correctly does Knockdown once again.

COMBINED NOTES

Powers

Circle of Thorns Behemoth Invincibility toned down slightly. It now provides roughly 8% defense per target.
Corrected animation time issues with Drain Psyche and Energy Absorption.
Fixed a minor delay for the hit effects/damage on Martial Arts - Crippling Axe Kick
Willpower / Rise to the Challenge will now root the player while activating. This was done to ensure it follows the same rules as other toggle powers.
The animation used by Spine Burst and Thorn Burst will no longer prevent the next attack animation from playing.


User Commands

Added /sync command which attempts to get the client and server back in sync when the client allows movement but it isn't reflected on the server. (When out of sync, the player will be able to move around, but cannot see other players or NPCs, and other players cannot see them).

Gameplay

Addressed a client-side crash where players would sometimes get a “Base.Power.Not.Found” error message and crash, when the “Stop sending all buffs” option was enabled.

Powers

Eliminated “pause” times from Claws attack animations. Most attacks activate more quickly now (Eviscerate is slightly longer.) Additionally, a balancing algorithm has been applied to the damage of the attacks. In most cases, this means the attacks will do slightly more damage, though for Focus, it means slightly less damage overall.
Fire Imps should now be “pushable” by players.
Ice Control / Ice Slick: This power now states in its short help that it has a -Jump component.
Sonic Attack / Screech: This power can now be slotted with range enhancements.
Sonic Attack / Shockwave: This power will no longer erroneously state that it reduces the target’s resistance.
Removed Graphical FX on auto powers granted from mayhem missions.

Masterminds

Masterminds / Ninjas / Call Genin - Removed Quiver FX from Mastermind Genin pets when upgraded.
Improved damage of Mastermind Genin Shuriken powers. They now recharge more slowly, and take slightly more endurance, as well.
Mastermind Ninja Jounin should work as they did with I12 Launch -- all changes to their AI since have been reverted out.
The Ouroboros Portal will now have a description in its info if selected by a Mastermind.
Robotics/Pulse Rifle Blast: This power can no longer be slotted with knockback enhancements as it doesn’t have a knockback component.
Mastermind Soldier Medics now lose their Brawl attack when their Tier 1 upgrade is applied. This makes them less likely to rush forward into combat.
Mastermind Soldier Medics no longer throw their frag grenades. Instead, they are launched from their submachinegun.
